The purpose of this course is to enable qualifying learners to apply leadership competencies to ensure service
excellence.
Learners will develop competencies to utilise leadership skills to enhance service delivery in a specific sector or
context. Individual learners will benefit through enhancing their personal competencies, knowledge and skills so
as to be able to complete tasks required in their employment contracts and by legislation. Learning areas include
Motivating self and others. emotional intelligence, visionary thinking, problem-solving, developing service culture
of a specific sector.

Local Economic Development
This course has been designed to provide the qualifying learner with the competencies needed to undertake
a range of local economic development processes with the strategic intent to mobilise local skills and resources
around the tackling of development challenges within a municipality. Identifying, harnessing and using
resources to stimulate the economy cannot be sustainable unless it is the result of thorough planning,
implementation and monitoring processes.
The purpose of this course is to prepare the qualifying learner to practise in the local economic development
sector in a range of municipalities of different sizes and challenges and to manage the work of others in an
LED unit.
Qualifying learners will be able to design and apply systems for the monitoring, reporting and evaluation of
LED programmes. The emphasis of the course is enabling the learner to design and implement systems and
plans to facilitate the work of other officials in an LED unit.

Local Government Councillor Practices
The purpose of the course is to enable qualifying learners to apply the relevant competences required to fulfil the roles and responsibilities of a Local Government councillor and therein:
- Act as representatives of the community they serve.
- Provide leadership roles in a council.
- Act as custodians or guardians of public finances. The learning outcomes contained in this course
- are based on the competencies required to contribute to municipal processes from a councillor
- perspective. These competences relate to:
- Demonstrating an understanding of the interests of the people in a municipality.
- Demonstrating an understanding of the main issues in their municipality.
- Providing the link between the public and the council and ensuring primary loyalty to the public.
- Participating in policy making.
- Participating in decision-making pertaining to local government matters.
- Passing by laws.
- Giving direction to the related administration.

Public Finance Management and Administration
The National Diploma in Public Finance Management and Administration (NQF Level 5) is a qualification focused towards a career pathway as an accomplished public finance management and administration specialist. The purpose of the national diploma programme is to provide a structured learning platform for public officials that work with senior management officials so as to provide support to strategic leadership and management needed to transform all spheres of government.
The need for qualified, efficient and client-oriented public officials is therefore identified as a priority in all the three spheres of government (national, provincial and local). The programme consequently aims to enhance your ability as a public finance official to perform the necessary financial administration tasks as expected, as well as improve your management abilities. As such, the qualification enhances transferability of skills within the different spheres of the public sector. At the same time, you will also gain a firm foundation required for studies leading to qualifications registered at NQF Levels 6 and 7
